The 4-3 Consulting Executive Team

The 4-3 team is made up of a small group of high-performing operators, carefully selected to fit our
goal-oriented, mission-driven culture. We bring unique and deep expertise in land aggregation, all phases
of data center development, and community and government relations.

Jack Sordoni, Principal

Jack Sordoni, co-founder of 4-3 Consulting, is an experienced energy industry leader and founder, bringing decades of expertise in finance, real estate development, and international business, as well as property and contract law. He has led hundreds of successful transactions and provided services in capital formation, oil and gas drilling operations, oil field services, mineral rights and land transactions, commercial real estate development, and tourism/hospitality.

Prior to 4-3 Consulting, Jack served as Owner/Founder of Sooner Mineral Investments, Founder and CEO of Homeland Energy Companies, and Managing Director and Head of Energy Investments at Four Wood Capital Partners. Jack holds a JD from the Pennsylvania State University Dickinson School of Law, and a BS from the University of Scranton.

Dave Scoblick, Principal

Dave Scoblick, co-founder of 4-3 Consulting, brings 30 + years of sales, marketing, and large-scale development experience across multiple verticals. He is well versed in enterprise contract negotiations, title research, and land development at scale with expertise in leading teams, project management, and personnel development. Dave has coordinated extremely complex land transactions on a commercial and industrial scale with specific experience managing large landowner groups.

Prior to 4-3 Consulting, Dave served as Strategic Account Director at Cepheid with end-to-end responsibility for the largest health systems in NYC. Previous experience includes Business Development for McKesson and President of Sales for an interior design firm in Manhattan. Dave holds a BA from Fordham University where he served as captain of the football team.

Will Whitesell, Principal

Will Whitesell is a seasoned Chief Operating Officer and construction executive with 30+ years leading complex development and construction programs across commercial, industrial, cultural, and aviation sectors. He brings deep end-to-end expertise spanning predevelopment and preconstruction strategy, project delivery, governance, financial ownership, and cross-functional operating leadership—grounded in a track record of building scalable teams, systems, and performance accountability.

Prior to 4-3 Consulting, Will served as Chief Operating Officer of Sky Harbour Group, overseeing the development and construction pipeline. Previously, he was COO of Suffolk Construction’s New York business unit. His earlier leadership roles include Vice President of Design & Construction at Related Companies. Will holds an MBA from Fordham University and a B.S. in Engineering from Temple University

Michael Cabell, Principal

Michael Cabell brings experience across federal and state government, healthcare entrepreneurship, and small business leadership. He has expertise in economic development, strategic planning, stakeholder engagement, regulatory affairs, and organizational growth. Throughout his career, Michael has worked at the intersection of the public and private sectors, helping organizations navigate complex challenges, build partnerships, and execute initiatives that drive investment and long-term success.

Prior to joining 4-3 Consulting, Michael served as the Pennsylvania State Director for USDA Rural Development, a presidential appointment under President Donald J. Trump, where he oversaw efforts to strengthen rural communities through investments in housing, infrastructure, business development, and community facilities. Previously, he represented Pennsylvania’s 117th Legislative District in the Pennsylvania House of Representatives and served on the House Appropriations Committee. Earlier in his career, Michael co-founded Silver Pines Treatment Center and CIVIQ Health, helping lead the organizations through growth and a successful private equity-backed transaction. He holds a BA in Political Science from Saint Joseph’s University.
